What Is the 9th Circuit Court of Appeals?
Many immigrants in the United States face a difficult situation, such as deportation. They may have already received a decision from a United States court, but disagree with this decision and want to appeal their cases with the Circuit Court of Appeals.
This court hears appeals of federal agency decisions as well as appeals from the district courts within its circuit. Since Arizona is within the ninth circuit, immigrants in the state must file their appeal with the Ninth Circuit Court of Appeals.

When Should You File an Appeal?
Generally, before you can file an appeal with the ninth circuit, you must first file an appeal with the U.S. Department of Justice Board of Immigration Appeals (BIA). This is one of the highest-level administrative bodies for interpreting and applying immigration law.
Even if you disagree with a court’s decision, you should also consider that may not be enough to appeal the decision with the Ninth Circuit unless your case involves:

How Long Does It Take for the 9th Circuit to Issue a Decision?
